Lower Manhattan revival shines spotlight on lucrative tax breaks

The population of lower Manhattan more than doubled to nearly 50,000 between 2000 and 2015, while the housing stock saw a similar jump to 30,000 units, according to a report released by State Comptroller Thomas DiNapoli. The report also charted major gains in retail space that have accommodated the residential influx and energized the streetscape.
